The attacks carried out in Paris on January 7th questioned the effectiveness of the counterterrorism strategies of the European countries facing the new terrorist threat. The “homegrown” militants and “foreign fighters” tied to ISIS and its affiliated groups across the Middle East and Africa differ from the traditional al‑Qaeda style terrorists, posing an array of new challenges to governments, law enforcement agencies, information services and citizens. Prominent decision makers, officials and experts from Europe, the Middle East and Africa will address the hybrid techniques of the new terrorist threat as well as the security and legal countermeasures to prevent radicalization, recruitment, terrorism financing and other attacks.
